The 11th Senior Official's Meeting on the Cambodia – Lao – Vietnam Development Triangle Area

On November 1st , 2016, the 11th Senior Official's Meeting (SOM) on the Cambodia – Lao – Vietnam Development Triangle Area (CLV DTA) was held in Gia Nghia town of Dak Nong province, the Socialist Republic of Vietnam.

The Meeting was co-chaired by Mr Nguyen The Phuong, Vice Minister of Planning and Investment of Vietnam, Head of  Vietnam SOM delegation; Mr Mao Thora, Secretary of State, Ministry of Commerce of Cambodia, Head of Cambodia SOM delegation; and Mr Thongphane Savanhphet, Deputy Minister of Foreign Affairs of Laos, Head of Laos SOM delegation. Representatives of Daknong authority to attend the Meeting include: Mr Tran Xuan Hai, Member of Provincial Communist Party Committee Standing board, Standing Vice Chairman of the Provincial People's Committee; Mr Cao Huy, Member of Provincial Communist Party Committee, Vice Chairman of Provincial People's Committee.

 

Overview of the Meeting

 

At the meeting, Mr Nguyen The Phuong, Head of Vietnam SOM Delegation warmly welcomed the delegations of King dom of Cambodia and the People's Democratic Republic of Laos to attend the 11st SOM of CLV DAT and the related activities in Dak Nong province.

 

Mr Tran Xuan Hai delivered speech at the meeting.

 

On behalf of the leaders of the province, Mr Tran Xuan Hai, Member of Provincial Communist Party Committee Standing board, Standing Vice Chairman of the Provincial People's Committee expressed the honour to welcom the delegations to attend the meeting in Dak Nong. He also emphasized,  as a locality of CLV DTA, Dak Nong province always makes efforts to study and responsibly participate in the commitment of the area, as well as implement the contents of  bilateral agreements, contributing to the mutual prosperity of the CLV DTA.

 

Mr Cao Huy, Member of Provincial Communist Party Committee, Vice Chairman of Provincial People's Committee reported on the outcomes of the Provincial Coordination Sub-Committee held prior to the 11th CLV SOM.

 

The Meeting reviewed cooperation among three countries since the 8th CLV Summit in November of 2014 and the 10th Meeting of CLV Joint Coordination Committee (JCC) in December of 2015; valued the results of the implementation of the Memorandum of Understanding (MOU)  towards the formulation of Special Preferential Policies for the CLV DTA and the amended CLV DTA socio-economic development Master Plan up to 2020. On this occasion, the SOM called for continuing efforts of the relevant ministries, agencies and provinces of the three countries to implement the specific activities of projects and programs under the MOU and the Master Plan. Especially, the Meeting appreciated the support of development partners, especially Japan and ADB for their contribution to the development of CLV DTA in recent years. The SOM delegations of the 3 countries agreed on the list of 5 priority projects (proposed by each country) to called for investment from development partners and would  submit the list to the 9th CLV Summit on DTA for 3 Prime Ministers's endorsement.

Leaders of 3 SOM delegations also highly appreciated the success of the Meeting of Sub-Committees on Security-Foreign Affairs, Economic, Socio-Environment and Provincial Coordination convened on October 31st, 2016 and the results achieved by Sub-Committees during the last period as well as recommendations of 4 sub-committee on strengthening  cooperation among the three countries in the future.

At the meeting, the delegations also focused on discussing the Draft of Action plan for CLV economic connectivity up to 2030 and agreed to submit to the Prime Ministers of the 3 countries for consideration and further guidance at the 9th CLV Summit. In addition, the Meeting reviewed the negotiating progress of the Agreement on Trade Promotion and Facilitation for CLV DTA. According to the report, the Draft Agreement had  undergone 5 rounds of negotiations and had had mutual consent on most of the contents. The meeting agreed that the CLV SOM leaders of the 3 countries would report and seek guidance from the CLV leaders on the pending issues and continue discussion on those issues at the SOM Meeting prior to the 9th CLV Summit to be held in the coming November in Kingdom of Cambodia.

The Meeting also acknowledged the importance of regularly updating information on the CLV website by the 3 countries; noted the report on the building of the CLV DTA website and agreed to submit to the CLV JCC for guidance to further improve and upgrade technology  for the website.

In conclusion of the meeting, Delegations from the Kingdom of Cambodia and Lao People's Democratic Republic expressed their sincere appreciation to Dak Nong provincial Authority and the Government of the Socialist Republic of Vietnam for the warm hospitality and excellent arrangements made for the Meeting, and appreciated the offer of Vietnam to host the 11th Meeting of  CLV JCC and related activities in 2017.

On the afternoon following the Meeting, the SOM delegations of 3 countries visited to  the Nhan Co Alumina plant in Dak R'Lap district of Dak Nong province.
