Pursuant to Decision No 1992/QD-UBND dated 9th December by Dak Nong People's Committee on issuance of the list of projects calling for investment in Dak Nong province from 2015 to 2020.

Pursuant to the proposal of People's Committee of Dak Song district (at the working minutes on June 7th, 2016 between Investment Promotion center and People's Committee of Dak Song district

The necessity for investment

In 2015, Dak Song has 4.550 hectar for sweet potato cultivation with the capacity of 53,420 tons. In some adjacent districts such as Tuy Duc and Krong No have about 2,160 ha and 0.46 ha for sweet potato cultivation with the capacity of 25,640 tons and 6.16 tons respectively.

The harvesting and processing by local people are quite manual; product are sold directly to merchants resulting in a reduction in quality of sweet potatos. Therefore, the construct a sweet potato processing factory to ensure the consumption of products for local people as well as people in adjacent regions, improving the economic values is of the urgent necessity.

Location of investment and construction is located in Hamlet 11, Nam N'Jang commune, Dak Song district, Dak Nong province.

Scale and total investment capital of the project: 05 hectares of clean land.

Natural conditions and geo-location of project area:

Dak Song district has general characteristics of tropical monsoon. There are 2 distinct seasons including the rainy season lasting from April to October and the dry one lasting from November to the next March.

- Annual average rainfall: 1,800 – 2,400 millimetres per year

- Annual average temperature: 22.30C

- Annual humidity: 82%.

- The height above the sea level: 700 – 800 metres.

Other reference information for the implementation of the project

Current state of land: Land used for perennial crops (clean land under management of the State)

Price of land lease referring to lease period of 50 years: VND 16,000/m2/year.

This is the district that has the  largest area for sweet potato cultivation in the province; its productivity and quality is highly valued.

Total area for sweet potato cultivation in the district is more than 4,550 ha, its productivity reaches more than 53,420 tons.

It's just about 15 kilometres to raw material  area which is convinient for transportation to the factory.

Technical infrastructure (transport, electricity, water) is favorable to serve for sweet potato processing factory .

The use of Dak Song sweet potato brand associated with the enterprise's products is permitted

Connect the market: The output markets for product are stable, including traditional markets such as Japan, Korea and other ASEAN countries and also, there ‘s an increasing demand on sweet potatoes in the international markets recently, which results in the fact that supply could not meet demand.  

 

Incentive and supporting policies as well as commitment of local authority.

Incentive and supporting policies

Land policies:

Exemption or reduction of land rent as stipulated in Decree No.46/2014/ND-CP, dated 15 May 2014 by the Government on regulation of land rent and water surface rent: offer an exemption for land rent in 15 years (according to point d, Clause 3, Article 19).

Tax policies

- Tax rate: offer a 10% reduction for 15 years (as stipulated at Point a, Clause 1, Article 19 of Circular No.78/2014/TT-BTC by Ministry of Finance guiding the implementation of the government's Decree No.218/2013/ND-CP on 26 December 2013, detailing and guiding the implementation of the law on corporation income tax).

- Corporate Income Tax: offer an exemption in 4 years and a 50% reduction for 9 following years as stipulated at point a, Clause1, Article 20 of Circular No.78/2014/TT-BTC by Ministry of Finance guiding the implementation of the government's Decree No.218/2013/ND-CP on 26 December 2013, detailing and guiding the implementation of the law on corporation income tax).

*Invstors shall be entitled to enjoy the investment incentives as regulated at Articles 5, 6, 8, 9 in Decree No. 210/2013/ND-CP date3d 19 December 2013 by the Government on incentive in agriculture and rural development.

Commitment of local authorities:

Facilitate investors during the implementation of project.

Investment procedures and supporting and consulting agency of project.

Investment procedure is in accordance with regulation at Clause 1 Article 33 of Investment Law No. 67/2014/QH13 dated 26 November 2014 which came into effect since 1 July 2015.

Supporting and consulting agency: Investment Promotion Centre shall support, consult and prepare dossiers for requesting for approval of investment policies for free.
