Binh Phuoc and Dak Nong province works with investors on Gia Nghia - Chon Thanh Expressway Project
On October 18, in Dong Xoai City, Binh Phuoc Province, a meeting took place between leaders of the two provinces, Binh Phuoc and Dak Nong, and representatives of the investors for the Gia Nghia - Chon Thanh Expressway Project.

Representing Binh Phuoc Province was Ms. Tran Tue Hien, Chairwoman of the Binh Phuoc Provincial People's Committee. On behalf of Dak Nong Province was Mr. Le Van Chien, Standing Vice Chairman of the Dak Nong Provincial People's Committee. In addition, leaders of departments, branches, sectors and units of Dak Nong and Binh Phuoc province attended the working session.


Leaders from the two localities met with representatives from the Vingroup Joint Venture - Joint Stock Company and Vietnam Technological and Commercial Joint Stock Bank (Techcombank). The meeting focused on preparations for the pre-investment phase of the North-South Western Expressway Project, specifically the Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) segment. The parties discussed specific aspects of the agreement to draft the 'Feasibility Study Report and subsequent tasks' for the expressway project.

At the meeting, representatives of the Joint Venture Vingroup Corporation - Joint Stock Company and Vietnam Technological and Commercial Joint Stock Bank briefly informed about the preparation for the implementation of the feasibility study report of component project 1 along with recommendations and proposals to the two provinces. 


Accordingly, the investor requested that the Binh Phuoc Provincial People's Committee approve and sign an agreement, targeting March 10, 2025, as the completion date for the feasibility study report and the environmental impact assessment report to be submitted to the Binh Phuoc Provincial People's Committee.


The investor also requested the People's Committee of Binh Phuoc province to consider and approve the task of estimating the cost of the consulting packages submitted by the investor as a basis for implementation. At the same time, requested the People's Committees of the two provinces, departments, branches, and local authorities to coordinate and support the investor and consulting units in the process of surveying, preparing the feasibility study report, preparing the environmental impact assessment report, etc.

At the meeting, departments, branches and units of the two provinces of Binh Phuoc and Dak Nong discussed and clarified many contents in the draft agreement, the proposals and recommendations of the investors. There were opinions suggesting that the roadmap should shorten the timelines to ensure progress, while closely following the resolutions of the Government and the National Assembly, decrees and legal regulations to proceed.


Regarding the implementation progress, there should be an initial and final timeline to strive for. During the survey process, if investors encounter any problems, they should send their recommendations directly to that department to reduce intermediaries. 


The departments, branches and localities where the expressway passes through also pledged to accompany and actively coordinate with the investors so that the project can be implemented soon…


Standing Vice Chairman of Dak Nong Provincial People's Committee Le Van Chien said that in addition to economic efficiency, the Gia Nghia - Chon Thanh Expressway Project also has social, national defense - security and spiritual effects, creating excitement among the people.


Therefore, Dak Nong is determined and resolute in directing the implementation. At the same time, he requested the investor to promptly provide information on the route and boundary location to implement the next steps.

Chairwoman of the Binh Phuoc Provincial People's Committee, Tran Tue Hien, requested that the investor and consulting units complete and submit the feasibility study report to the province by February 15, 2025. The People's Committees of both Binh Phuoc and Dak Nong will expedite their work to ensure the evaluation is completed within the stipulated time frame. In response to the investor’s proposals, Ms. Tran Tue Hien committed to providing specific directives to promptly and effectively address the issues.


'With the determination to turn aspirations and resolve into concrete actions,' Ms. Hien stated, 'the leadership of both provinces will rigorously push departments, sectors, and local authorities to overcome challenges and support the investor in completing the Gia Nghia - Chon Thanh Expressway project on schedule, thereby promoting regional connectivity and economic development in Binh Phuoc and Dak Nong provinces.
