New regulations on the competence to decide on specific land prices in the province
In order to implement the Government's Resolution No. 73/NQ-CP dated May 6, 2023 on authorizing the decision on specific land prices, on May 30, 2023, the People's Committee of Dak Nong province issued Decision No. 679/QD-UBND on authorizing the decision on specific land prices in Dak Nong province. Accordingly, the People's Committee of Dak Nong province has authorized the People's Committees of Gia Nghia districts and cities to provide the following contents:

1. To decide on specific land prices for calculation of compensation when land is recovered by the State; collect land use levies when allocating land for resettlement; calculation of land use levies and land rents when the State allocates land, leases land or changes land use purposes to households and individuals; determine land prices for areas in excess of the quota when the State recognizes residential land use rights for households and individuals; determining the reserve price for auctioning land use rights for households and individuals.

2. To decide on the establishment of the Land Price Appraisal Council, the Council's members include: the Chairperson of the district-level People's Committee shall act as the Chairperson of the Council and the leader of the district-level financial institution shall be the standing member of the Council; leaders of natural resources and environment agencies, relevant district-level professional agencies and leaders of commune-level People's Committees of localities where exist the land; organizations with the function of consultancy on land price determination or experts on land prices and other members decided by district-level People's Committees. District-level Natural Resources and Environment Sections shall assist district-level People's Committees in organizing the determination of land prices.
The Provincial People's Committee assigns specific responsibilities to the Department of Natural Resources and Environment, the Department of Finance and relevant departments and branches, and the district-level People's Committee in organizing the implementation of the above decision.

In addition, it should be noted that in case the specific land price determination dossier has been organized by the district-level People'sCommittee and sent to the Department of Natural Resources and Environment (through the Public Administration Service Center of Dak Nong province) before this Decision takes effect, the provincial land price appraisal council and the Department of Natural Resources and Environment shall be responsible for appraise and complete specific land price plans and submit them to the provincial People's Committee for approval according to regulations. The Decision takes effect from May 30, 2023.
